The Ministry of Cultural Affairs hereby invites architects to take part in an open international design competition for architects to design a new opera house in Oslo for The Norwegian National Opera.
The new opera house will be located on the quayfront at Bjørvika, a central part of Oslo harbour. It shall be designed as an independent project although in the long term it shall constitute a leading architectural element in the urban development planned for the area of Bjørvika and Bispevika, Oslo, Norway.
There are strict requirements to the architectural solutions in accordance with the objectives and financial parameters laid down by the Norwegian parliament (Stortinget) in its processing of the opera house plans.
The opera house shall contain audience areas, large and small auditoriums, with adjoining stage facilities, rehearsal areas, wardrobes, workshops, administration facilities, and storerooms, as well as other facilities which make the opera house a satisfactory cultural building.
The total gross area has a maximum of 35000 m2. The opera house shall be completed and ready for ordinary operation by the summer of 2008.

Open competitions, final date for receipt of projects: The competition drafts shall be received by the competition secretariat within 20.3.2000 (16:00).

Reserved for a particular profession: Yes, this is an invitation for an open international project competition for architects with approved exam in accordance with the EUs directive or equivalent.

Members of the jury: The jury is appointed by The Ministry of Cultural Affairs. CEO Leif Terje Løddesøl is the chairman of the jury. See the competition programme for the remaining members of the jury.

Binding decision of the jury: The decision of the jury is binding on the contracting authority.

Number and value of the prizes: 3-5 prizes. Total value of the prizes: The jury has at its disposal up to 5 000 000 NOK in prizes and for purchases which it is free to distribute.

Possibility of follow-up contracts: Prize-winners are permitted any follow-up contracts.

When the competition is closed the awarding authority will ask for tenders from the architects having copyrights for the prize drafts. The awarding authority's intention is to start negotiations with the first prize winner, with the aim of entering into an agreement for the architectural contract. See also the competition programme. The competition languages are Norwegian and English. After the competition is closed the official language shall be Norwegian.
The competition programme is free of charge and will be sent out by addressing the competition secretariat. From 15.11.1999 the competition programme is available on the web site: www.mnal.no.

The ordering of appendices also constitutes registration for the competition.
